Most land deals in Nepal get checked for the same handful of things: the lalpurja, whether the kitta number on the cadastral map matches the plot, road access, and whether the seller actually owns it. Far fewer buyers ask what happened on that ground during the last heavy monsoon. Flood and landslide risk in Nepal rarely enters the conversation until there is no time left to act on it, and that gap is what this guide is about.

Think of it as a sequence. Records first, then conversations, then a site visit, and only if you are still unsure, a specialist. It is not a safety certificate for any plot, and no article can be. What it will do is tell you what to look at, who to ask, and when to slow down. Agency names, portal links and the building code reference below were checked in September 2026.

Why past behaviour matters more than the paperwork

Nepal's monsoon runs roughly from June to September. Heavy rain triggers landslides in the hills and floods along the Tarai rivers and the inner valley basins, and that pattern has not changed. What changed is how much of it now leaves a record you can go and look at.

None of that tells you whether a specific plot is safe. Sites differ enormously within a single ward, sometimes within a single ropani. What it does mean is that a site's history is one of the few honest predictors you have. Evidence, not proof. That distinction matters when you are about to hand over money.

The September 2024 monsoon, briefly

Late September 2024 brought days of near-continuous rain to central and eastern Nepal. The Bagmati rose over its banks in Kathmandu, highways across the hill districts were cut by landslides, and the Koshi corridor was badly disrupted. I am not going to quote casualty or damage totals here, because those figures get revised and the official numbers are easy enough to find. The reason that event belongs in this guide is simpler: plots that had not flooded in living memory went under, and slopes that looked stable came down.

One monsoon is not a trend and I won't pretend otherwise. But when the same wards flood or slide every few years, that is a pattern worth knowing before you buy.

Where flood and landslide risk in Nepal is documented

Department of Hydrology and Meteorology (DHM)

DHM publishes district and station-level forecasts, real-time river level readings at stations on the major basins, and flood early warnings. It is the first place to check rainfall and river behaviour near a site. The limits are real: station coverage is uneven across the country, readings come from a point on a river rather than from your plot, and flood forecasts are basin-scale with limited lead time. Useful context. Not a verdict on your land.

NDRRMA and the BIPAD portal

The National Disaster Risk Reduction and Management Authority runs the BIPAD portal, where incident records can be searched by district and municipality. It answers one question well: has this ward flooded or slid repeatedly? Two cautions. An incident record is evidence that something happened, not a risk map. And an empty result may reflect under-reporting rather than safety. Absence of records is not absence of hazard.

Landslide susceptibility and hazard maps

The Department of Mines and Geology has compiled landslide inventories and hazard mapping for districts across the country, and ICIMOD has produced regional landslide susceptibility mapping for the Hindu Kush Himalaya. Worth knowing the vocabulary here. Susceptibility means how prone an area's terrain is to landslides. Hazard adds the likelihood of a damaging event within a period. Risk puts hazard together with what is exposed, meaning people and buildings.

These products are district or regional and indicative. They can flag an area for caution. They cannot clear one plot or condemn it. If you contact the mapping agency, ask whether a published landslide inventory covers your district, what the map shows at your location, and what mapping unit the product uses. Do not treat a colour on a regional map as a property-level finding.

The municipality, the layer most guides skip

In practice you deal with the ward office, the municipal building permit section, and the local disaster risk reduction and management committee. Building bylaws differ from one municipality to another, and enforcement differs even more than the bylaws do. Some municipalities require soil investigation for particular sites such as steep slopes, filled ground or larger structures. Many rural municipalities have no soil investigation requirement written down at all.

Try not to generalise from Kathmandu. Ask the specific municipality what its bylaw says. The National Building Code, specifically NBC 105:2020 on seismic design, published by DUDBC, is the reference many municipalities work from, but a code on a shelf is not the same thing as a permit condition. Useful questions: what does this ward's bylaw require, is building allowed on this land classification, is any part of the plot inside a designated hazard or no-build area, and who inspects the work.

Land records: what decides whether you can build at all

At the Survey Office or Land Revenue Office, locate the plot on the cadastral map using the kitta number. Check the land classification and any restriction on building, including hazard-prone or agricultural land, and confirm the boundaries on the ground match the map. A mismatch deserves a pause. It can signal a dispute, an informal occupation, or boundaries that shifted along with a stream or a road.

Questions to ask before you visit

The seller is one source, not the source. Longest-residing neighbours usually know more, and so does the ward office. Ask about any filling or levelling of the plot, since filled ground settles and can hide a former channel or pond. Ask about past flooding, slope movement, springs, disputes, and whether the boundaries match the map. Frame it as due diligence rather than an accusation and people tend to answer honestly.

What to look for on the ground

Flood indicators

Start with position. Where does the plot sit relative to the visible floodplain? Look for high-water and debris lines on trees, walls, bridges and older buildings. Check cut faces and foundation pits nearby for silt or sand layers left by past water. Rounded gravel and boulders in the topsoil are another sign that water once moved through. So is any hint that the plot was a channel, a pond, or filled ground. Then ask where water actually goes during heavy rain. Visit during or right after a big monsoon downpour if you can, because that is when drainage and seepage problems show themselves.

Landslide indicators

Look for old scarps and tension cracks in the ground, leaning trees and tilting fence posts, springs or seepage on or above the slope, cracked or bulging retaining walls, and cracked plinths or uneven settlement in neighbouring houses. Note freshly cut road slopes above the plot and any stream undercutting the toe of a slope.

These are observations, not measurements. They are reasons to bring in a specialist, never a diagnosis you make yourself.

Liquefaction, in plain terms

Liquefaction happens when saturated, loose sandy or silty soil loses its strength during strong shaking and briefly behaves like a liquid. Buildings tilt or sink, and sand can boil up at the surface. The concern is former lakebed and river deposits with a shallow, fluctuating water table.

The Kathmandu Valley's lake sediments are the classic local case. After the 2015 Gorkha earthquake, field teams from the Geotechnical Extreme Events Reconnaissance (GEER) Association recorded sand boils, ground fissures and lateral spreading on those valley deposits in their post-earthquake reconnaissance. That is a field observation, not a map of which plots are at risk today, but it tells you the mechanism is real here rather than a textbook import from somewhere else.

Be honest with yourself about the limit: no site visit can settle this. Only a geotechnical investigation, meaning boreholes and laboratory testing of the soil, can. That is what the investigation is for, and it is worth commissioning on marginal sites such as filled ground, steep cut-and-fill where a slope has been cut on one side and built up on the other, former channels or ponds, and suspected liquefaction-prone subsoil. Costs vary by scope, so get a quote rather than a figure from an article.

When the site is marginal

Three options, in order. Commission the geotechnical investigation and read it properly. Get a second opinion from an engineer with no connection to the seller or agent. Or walk away. There are other plots, and a hazard you cannot price is a hazard you should not buy at the asking price.

On insurance, keep expectations realistic and check directly with an insurer or agent about whether flood and landslide damage is treated as a covered peril for the property you are considering. Availability and wording vary, and a policy written for a different district tells you nothing.

One last thing, and it keeps this whole guide honest: risk is not fixed at purchase. Upstream road cutting, quarrying, river training, new construction and changed drainage can all shift a site's exposure over the years. Any checklist is a snapshot, not a guarantee.

Carry-along checklist

  • Has this ward flooded or had landslides before? Check NDRRMA's BIPAD records by district and municipality.
  • What does DHM show for rainfall and river levels near the site?
  • Does a DMG or ICIMOD map flag this area, and at what scale?
  • What does this municipality's building bylaw require, and does it require soil investigation here?
  • Is the kitta classification free of building restrictions?
  • Do the ground boundaries match the cadastral map?
  • Was this plot filled or levelled? When, and with what?
  • Are there debris lines, silt layers, or rounded gravel on or near the plot?
  • Any scarps, tension cracks, seepage, or leaning trees on the slope?
  • What do the longest-residing neighbours say, unprompted?
  • Is a geotechnical investigation warranted before I commit?
  • Does my insurer treat flood and landslide damage as covered perils?
